Step 5 of the Funding source links (contacts) bulk flow.

Processes the registered upload file: creates contacts, sends funding source links, and contacts submit bank details on the hosted link to create funding sources.

Pass the relative fileUrl from Register Bulk Contact Upload (entity.fileUrl), not the full pre-signed S3 URL.
